Self-Consumption Solar PV Systems Easier for Installation in Castilla-La Mancha Region of Spain Due to the Efforts of the Spanish Photovoltaic Union (UNEF)

/9th March 2021, UNEF/ The Spanish Photovoltaic Union (UNEF) has managed to get Castilla-La Mancha to approve the adaptation of the regional urban planning laws regarding the self-consumption solar PV systems. These facilities are treated through prior communication, which considerably speeds up administrative processing. With this, it would already be more than half the Autonomous Communities that have eliminated this administrative barrier to self-consumption solar PV systems and, therefore, streamlined the approval processes.

“We want to congratulate the government of Castilla-La Mancha for having made this important decision. Improving the agility of procedures is, at this time more than ever, the key to reactivating the entire network of freelancers and companies that can make self-consumption one more way of economic recovery and job creation in municipalities after the current crisis due to COVID-19 ”, said José Donoso, General Director of UNEF.

For his part, Juan José Moreno, delegate of UNEF in Castilla-La Mancha and president of FITECAM, the association of electrical installers and telecommunications of this Community, recalls that “the building permit has an impact on the cost of the installation and discourages to citizens who want to bet on self-consumption to reduce their electricity bill and contribute to the fight against climate change. Simplifying, digitizing and standardizing administrative procedures at the regional and local level is key to reactivate self-consumption, fundamental in turn for economic recovery.”, added Juan José Moreno.

Thanks to work carried out by UNEF, an association that represents 90% of the sector, in Castilla-La Mancha, as of today, prior communication will replace the building license, a procedure that does not conform to the nature of a rooftop installation and which entails delays of up to eight months in the processing of the project.

Thus, Castilla-La Mancha becomes part of the ten Autonomous Communities among other Balearic Islands (Law 7/2013), Extremadura (Law 11/2018), Catalonia (Decree-Law 16/2019), Andalusia (Decree-Law 2 / 2020) and, recently, Aragón- which have eliminated this procedure, which has become the main barrier for the development of photovoltaic self-consumption and the installation of renewable energies in municipalities.

Eliminating these administrative barriers is essential for self-consumption to contribute, together with ground-mounted photovoltaic power plants, to meet the objectives of the Integrated National Energy and Climate Plan (PNIEC) and for there to be a faster recovery and less destruction of job.
