The sentiment of the day was optimistic towards the promising and currently developing solar market in Romania – RPIA’s policy officer Irene Mihai painted an overall sunny picture of the country’s solar journey so far. Furthermore, the expected developments highlighted that opportunities are ripe and available, with utility-scale capacity set to increase to 6 GW by 2023.
When it came to tackling the challengers, speakers offered practical insights rooted in expertise and experience. Oana Ijdelea of Ijdelea & Associates discussed navigating the permitting process, taking into consideration the outcome of the recent legal amendments. Another hurdle that was touched upon, was the remaining restriction of building utility-scale PV on land parcels larger than 50 hectares. Although the challenges surrounding legislation remained present in the discussions of the day, the talk of opportunities remained on top during the conference networking breaks, with representatives of major players talking animatedly about the future of solar.

Most notable, was the learnings related to working with DSOs to ensure better preparedness for PV projects. Currently, hurdles such as conflicts of policies within business groups behind DSOs and a shortage of staff on the DSO side remain to be solved.

Expectations for the first round of CFDs to take place
Mihaela Mihailescu, Romanian deputy head of the European Bank for Reconstruction and Development (EBRD) showcased key features of the CfD support scheme, supported by the Modernization Fund. 10 GW of total capacity is being planned for eligible technologies like solar PV and onshore wind. The planned rounds are (1st round) 1.5 GW in 2023; (2nd round) 2 GW in 2025; (3rd round) 3.5 GW in 2027; and (4th round) 3 GW in 2030.
