Net Metering Cumulative Solar PV Capacity in Ukraine is 121 MW at the end of Q3 2018

/31st October 2018, RENEWABLE MARKET WATCHTM/ Decline in solar PV equipment costs in the past few years, the attractive efficiency increase on PV modules available for the residential sector and state support on renewable energy to address the climate change issues have substantially increased the number of consumers producing energy under net metering and self-consumption solar support schemes in Ukraine. The State Agency for Energy Efficiency and Energy Saving of Ukraine (SAEE) has reported that over 3,000 households have installed residential solar photovoltaic (PV) installations, which is 2.5 times more than in the same period in 2017 (1,214 households). Regarding the solar radiation, Ukraine is placed in the European zone in category “B”. Ukraine has a large potential market for solar energy projects. The size of solar radiation reaches from 800 to 1,450 W/m² per year. According to the intensity of solar radiation Ukraine can be divided into 4 regions: West, Central, South-East and South. The average amount of solar energy received annually in Ukraine is about 1,200 kWh/m2. The southern regions of Ukraine: Crimea, Mykolaiv, Kherson and Odessa Regions are perfect for developing the solar energy market. In these regions the yearly solar radiation is 1,200 ÷ 1,450 kWh/m2, being the best value for solar installations.

Current Situation of Ukraine Net Metering and Self-Consumption Solar PV Market

Ukraine is the most developed solar PV market among CIS states regarding net metering and self-consumption according to Europe Net Metering and Self-Consumption Solar PV Market Outlook 2018 ÷ 2027 to due to its geographic location combined with proper government support. Ukraine introduced net metering support scheme for residential solar photovoltaic (PV) systems up to 30 KW was introduced under the law №514-VIII, which came into effect in April 2015. Cumulative installed solar PV capacity in Ukraine under net metering and self-consumption at the end of Q3 2018 reached 121 MW.

Over 6,000 households have installed solar PV installations in Ukraine with a total cumulative capacity of 121 MW, which is about 10% of all solar PV power capacity. The cumulative market value of net metering and self-consumption solar PV market in Ukraine is 123.8 million at the end of Q3 2018. State support to switch to clean energy is not only the desire of households to become more energy independent, but also the opportunity to earn on sale electricity surplus to the network at a green tariff of 18.09 euro cents/kWh.

Future Development Prospects

The country’s main strategy to meet the growing need of power is to reduce energy dependency by increasing energy efficiency and increased use of renewable resources and solar photovoltaic (PV) energy. According to the research department of Renewable Market WatchTM by the end of 2019, Ukraine could have up to 9,760 residential solar PV installations connected to the grid under net-metering and self-consumption support schemes. However, limitations of the current power system prevent the higher penetration at the residential and commercial sectors, but soon with the development and deployment of energy storage systems, this could be feasible.
