Renewable Market Watch™ Published a New Update of the Report Titled “Netherlands Solar Photovoltaic (PV) Power Market Outlook 2025÷2034 with Trends, Investments, Financial Model, Analysis, Forecast”

/LONDON, July 11, 2025, 10:00 BST, RENEWABLE MARKET WATCH™/ The Dutch solar market maintains a good balance between its segments, positioning it as the leading European country in solar capacity per capita. Considering the limited space for ground-mounted installations, the industry is exploring innovative solutions such as on- and off-shore floating solar and solar carports and increased local participation in renewable energy projects to enhance social acceptance and integration. The cumulative installed PV capacity grew from 0.5 GW in 2012 to over 26.4 GW in February 2025. The country is among the best performers in Europe in the share of installed small-scale solar generation capacity (<1 MW). The solar market in the Netherlands relies mostly on a consistent net-metering policy for residential properties and an SDE++ auction program for larger rooftop and ground-mounted systems. In terms of installed PV capacity per capita, the Netherlands maintained its top position in 2024, reaching 1,467 W/capita after improving over 180 W/capita (13 % increase from 2023) in a single year. Current government plans and legislative changes show firm intentions to continue the existing support and increase solar self-consumption and the number of prosumers.

The National Energy and Climate Plan (NECP) by 2030 of the Netherlands sets the objective of approximately 10 TWh of electricity generated by small-scale renewable generation by 2030. The plan details the applicable incentives for self-consumption, including VAT reimbursement on the purchase, net metering scheme with an exemption from energy tax, surcharge for sustainable energy (ODE) and VAT for the electricity purchase from the grid and sustainability requirements for homes.

The Netherlands is making impressive strides in the solar market, with most of the growth for 2024 coming from residential, commercial, and industrial segments. This clearly indicates that more and more people and businesses are recognising the importance of sustainable energy solutions. By embracing solar energy, we can reduce our carbon footprint and contribute to a cleaner, healthier planet for future generations. 

Local participation is more prominent in regional energy strategies in the Netherlands. As established in the National Climate Agreement, the renewable energy sector is striving for 50% local participation in renewable energy projects. The solar energy cooperative sector—1 million organized citizens with hundreds of projects—accounts for still a small but growing share of the total installed capacity.

At the end of June 2025, the Netherlands’ Ministry of Economic Affairs announced the selection of 1,792 MW of solar photovoltaic (PV) projects in the 2024 round of the SDE++ program. This selection encompasses both large rooftop installations and utility-scale PV projects, as well as other technologies focused on renewable energy generation and CO2 reduction.

The winning projects will receive a total of EUR 449 million in subsidies. For 2024, this program had a budget of EUR 11.5 billion, of which EUR 5.6 billion has already been allocated. The RVO, the government agency responsible for managing the SDE++ program, has also announced that the allocated budget for 2026 will be EUR 8 billion.

In 2023, MCPV received approval from the Dutch Cabinet of Ministers for the National Growth Fund proposal. As a part of this proposal, MCPV will establish its first GW-scale HJT cell manufacturing facility in Europe. The approval includes public funding and blended finance, which will lay the foundation for MCPV to become Europe’s first greenfield 3 GW PV manufacturing start-up. MCPV will collaborate with the Dutch and European PV value chain to ensure energy security, create substantial cleantech jobs, add value to the economy, and provide competitive European PV supplies. 

The Netherlands is currently facing a high level of grid congestion, which is causing problematic connection issues in the utility-scale segment. The time it takes to connect to the grid depends on the location, and many projects are being delayed due to grid congestion. The maximum connection times are being redefined in the new ‘Energy Law’ in the Netherlands. Under this law, the maximum connection time will be determined based on the specific grid situation at each location. The grid operator will be required to provide reasons for not meeting these deadlines. In addition, new alternatives for connection, such as flexible grid connections, are currently being evaluated.
