Lyceum No. 12, located in Kovel, Volyn oblast, has officially reopened following a comprehensive energy-efficiency modernisation, marking a significant investment in educational infrastructure. This initiative has enhanced the learning environment for over 1,200 students and staff, positioning the institution as a model for sustainable public sector development. Originally constructed more than three decades ago, the school underwent a full-scale renovation. The project scope encompassed advanced insulation of the façade and roof, installation of modern energy-efficient windows and doors, and comprehensive upgrades to the heating and building management systems. Additional enhancements were made to improve accessibility and safety, including installing ramps and upgrading the external environment. The modernisation was made possible through a €982,000 loan from the European Investment Bank (EIB).
EIB Vice-President Karl Nehammer emphasised the strategic impact of the investment, stating, “The EIB supports projects that deliver tangible improvements for communities. The modernisation of this school in Kovel demonstrates how targeted investments in energy efficiency can deliver measurable benefits, including cost reduction, enhanced day-to-day operations, and strengthened resilience at the municipal level.”
This project marks the first successful completion under the EIB’s Ukraine Public Buildings Energy Efficiency Programme, which aims to modernise more than 140 public buildings—including educational institutions, healthcare facilities, and cultural centres—across over 70 communities throughout Ukraine. Kovel has set a precedent by advancing from application to completion ahead of other municipalities, establishing a benchmark in project execution. The programme further facilitates the renovation of six additional public buildings in Kovel—including schools, healthcare, and administrative facilities—in parallel with Lyceum No. 12.
Deputy Prime Minister for Restoration of Ukraine and Minister for Development of Communities and Territories, Oleksii Kuleba, highlighted the national priorities: “Modernising public buildings is vital for Ukraine’s recovery. Projects such as Lyceum No. 12 in Kovel enable communities to reduce operational costs, optimise energy use, and improve facility conditions, thereby increasing energy security and resilience during power disruptions.”
The upgrades have resulted in substantial improvements in comfort and working conditions for students and staff, while also achieving notable reductions in energy consumption and heating expenses. The project contributes to the long-term sustainability and resilience of the local energy infrastructure, ensuring consistent delivery of essential public services.
Kovel Mayor Ihor Chaika commented, “This project represents a significant advancement for our community. The school now operates with greater efficiency, comfort, and energy performance, enabling the municipality to reallocate cost savings to other strategic priorities.”
The Ukraine Public Buildings Energy Efficiency (UPBEE) programme is further supported by multiple grants and technical assistance initiatives, including contributions from the Eastern Europe Energy Efficiency and Environment Partnership (E5P), the European Union Neighbourhood Investment Platform (NIP), the EU-supported “Covenant of Mayors – East”, the United Nations Development Programme (UNDP), and a European consulting consortium led by NTU International of Denmark. This collaborative Team Europe approach enhances the capacity of participating municipalities and stakeholders, strengthening both project design and implementation.
EU Ambassador to Ukraine Katarína Mathernová underscored the broader impact: “The reopening of this modernised school in Kovel exemplifies how EU support through the Ukraine Facility translates recovery efforts into measurable outcomes. This investment extends beyond the physical refurbishment of infrastructure; it creates more energy-efficient, cost-effective learning environments that support both educators and students while delivering clear, lasting benefits to the community. Team Europe’s coordinated approach is instrumental in supporting Ukraine’s ongoing recovery and building a foundation for a sustainable, future-ready society.”
