Speaking at the launch event of the “Türkiye Energy Policy Review Report” prepared by the International Energy Agency (IEA), Minister of Energy and Natural Resources Alparslan Bayraktar said, “In this new era in Turkey, we believe 100% in electrification. If you ask, ‘What is in your new energy architecture?’, I would say in one word: ‘Electrification’. We will electrify Turkey. We will significantly increase electrification. The electrification rate in transportation, which is currently below 1%, is high; we aim for 8 to 10 million electric vehicles on the roads in Turkey by 2035.” In addition to the Minister, the launch was attended by the Head of the International Energy Agency, Fatih Birol, and other guests.
Türkiye is accelerating its energy transition with a comprehensive new plan targeting 2040, focusing on three core challenges: growing demand, reducing external dependence, and achieving carbon neutrality by 2053. The government’s updated strategy, currently under review for public release ahead of COP31, aims to position Türkiye as a global leader in electrification and decarbonization.
The new energy architecture puts electrification at the center of policy, with ambitious goals to rapidly expand the use of electric vehicles (EVs) and boost grid capacity. By 2035, Türkiye targets 8 to 10 million EVs on the road, marking a dramatic shift from the current sub-1% share of electrified transport. The surge in EVs, alongside rapidly increasing demand for cooling—up 19–20% year-on-year—will place unprecedented pressure on both generation and grid infrastructure. Projections show that by 2040, electricity demand for cooling alone could reach at least 3–4 TWh annually.
To address these challenges, Türkiye is prioritising investment in renewables, energy efficiency, and nuclear power. The government is intensifying oil and natural gas exploration—citing projects in the Sakarya Gas Field and Gabar—and expanding international partnerships in Libya, Iraq, and Somalia. Turkish Petroleum is aiming to become a 1-million-barrel-per-day producer of oil and gas.
Renewables remain the backbone of the transition, with more than 8,200 MW of new solar and wind capacity commissioned last year. Energy efficiency is another pillar, with a national action plan covering 2024–2030 and a third plan in preparation for 2030 and beyond. On the nuclear front, Türkiye has set a bold target of 20,000 MW of installed capacity by 2050, with expectations that small modular reactors will play a significant role in the mix.
The evolving strategy also recognises the need for major investments in grid and gas infrastructure, with estimates suggesting $80 billion will be required for distribution and transmission by 2035. Plans include ramping up gasification plant capacity and optimising pipelines, such as the Iraq-Türkiye route, which could become a key channel for Gulf oil exports to world markets. The government’s approach underscores both the scale of ambition and the practical challenges ahead as Türkiye seeks to redefine its energy landscape for the coming decades.
