1.4 GW of New Solar Photovoltaic Capacity was Installed in July 2025 in Germany

Germany added approximately 1.4 GW of new photovoltaic (PV) capacity in July, as reported by Bundesnetzagentur. This figure increased from 1,033 MW in June and remained stable compared to about 1.4 GW in June 2024. During the first seven months of 2025, the total cumulative PV installations reached roughly 8.64 GW, which is a decrease from approximately 9.34 GW during the same period last year.

In July, rooftop solar PV systems contributed 628.7 MW of new capacity, while ground-mounted projects added 581.9 MW. The rest of the capacity came from various other PV system types. The current cumulative installed PV capacity in Germany has surged from a mere 0.45 GW in 2003 to an impressive over 109 GW at the end of July 2025. The country’s commitment to support and enhance solar self-consumption and the number of prosumers is evident in its government plans and legislative changes.

In light of significant geopolitical, political, and socio-economic changes, the German Federal Government has updated its National Energy and Climate Plan for 2021–2030 (NECP). A central element of Germany’s energy and climate policy is the Federal Climate Action Act, which was amended in 2024. This act commits Germany to achieve net greenhouse gas neutrality by 2045, along with the Federal Government’s various climate action programs.

The lignite phase-out in North Rhine-Westphalia has been advanced to 2030. The nuclear phase-out was completed in 2023. In line with the coal and nuclear phase-outs, the Federal Government is adopting a technology-neutral approach to achieve net greenhouse gas neutrality. Given ongoing technological developments, it is important not to make decisions today that could limit future options for meeting these targets efficiently and in an environmentally friendly manner—provided that such decisions do not lead to foreseeable macroeconomic cost increases during the transition.

By 2030, 80% of gross electricity consumption is expected to be generated from renewable energy sources. This includes plans to put out to tender 215 GW of photovoltaics, approximately 115 GW of onshore wind, and at least 30 GW of offshore wind. In 2023, the Energy Efficiency Act established a cross-sectoral framework aimed at enhancing energy efficiency, aligning targets with the amended EU Energy Efficiency Directive. Additionally, the Federal Government has reaffirmed its ambitious climate goals with the 2024 revision of the Federal Climate Action Act and the new comprehensive Climate Action Programme for 2023.
