/LONDON, August 18, 2025, 11:00 BST, RENEWABLE MARKET WATCH™/ The EU Renewable Energy Financing Mechanism is one of the programs financing the transition to clean energy within the EU. In 2024, for every euro invested globally in fossil fuels, €2 were invested in renewable energy. In the EU, investing in clean energy is essential for maintaining our competitiveness and providing clean, secure, and affordable energy.
The mechanism allows all participating countries to share in the statistical benefits derived from the produced renewable energy. Each contributing country voluntarily makes a financial contribution, which is then linked to new renewable energy projects developed in the hosting country through competitive tenders.
The projects will receive grants to support either the installation of a renewable energy production facility with a specified capacity (investment support) or the actual production of renewable energy (operating support). The amount of the grant is determined by the outcome of a tender procedure, during which only the most competitive projects will be selected and awarded support based on their bids in the tender.

Based on the binding commitments from the host and contributing countries, the European Commission issues one or more calls for proposals. The tendered goods are specified in terms of capacity (megawatts, MW) or production (megawatt-hours, MWh), while the tender volume is defined by a budget (in euros, €). Depending on the specific design of the call, it may focus on a single technology or include multiple technologies. The call documents provide these details and other essential specifications related to the tender.
A typical call of the EU Renewable Energy Financing Mechanism is price-based, targeted at capacity and follows the pay-as-bid principle, where the awarding criteria are focused on the lowest submitted bids.
