The Latvian Investment and Development Agency Has Granted Priority Investment Project Status to Sunly’s Wind and Solar Energy Projects

/RIGA, LATVIA, June 30, 2025, 10:00 CET, Sunly/ The Latvian Investment and Development Agency (LIAA) has granted Priority Investment Project status to Sunly’s planned wind and solar energy projects in Saldus Municipality’s Zirņi Parish and Kuldīga Municipality’s Skrunda Parish. The plans include the development of a wind park with a capacity of up to 200 MW. In parallel, construction of the first phase (~100 MW) of Sunly’s solar park in Zirņi Parish is already underway.

On 9 June 2025, LIAA officially granted this status to projects developed by “Sunly Land Solar 2” (part of the Sunly Group in Latvia). This means that the project now benefits from the so-called “green corridor”, facilitating more efficient procedural processes with state and municipal institutions — an important advantage as the project moves through key approval stages.

Liene Goba, Sunly’s Head of Wind Projects in Latvia, comments:We want these wind parks to become a cornerstone of sustainable energy generation in the region. This is already Sunly’s second project in Latvia to receive Priority Investment Project status, which we see as a valuable recognition. For the ‘Kurzeme’ Wind Park, we are currently working actively on Environmental Impact Assessments (EIA) and preparing local spatial plans in both involved municipalities. LIAA’s support gives us additional confidence that the project is progressing in the right direction and will bring tangible benefits to the region.”

LIAA’s positive assessment also confirms that the project’s financial structure has been reviewed and is fully compliant with regulatory requirements. This helps to address public concerns and strengthens trust in the project’s transparent funding approach and its clear commitment to delivering long-term value for both the region and local communities.

Sunly’s projects received Priority Investment Project status by meeting the criteria defined in Section 4.3 of Cabinet of Ministers Regulation of Latvia No. 277, which supports medium- and large-scale investments in strategically important sectors. The Kurzeme Wind Park will contribute to Latvia’s sustainable local energy production, strengthen the regional economy, and enhance national energy security. According to LIAA, the aim of this status is also to reduce the administrative burden for companies and speed up approval processes, while improving Latvia’s competitiveness in attracting new investments

Community engagement — an essential part of Sunly’s approach

Supporting local communities is a core part of Sunly’s project implementation in Latvia. In 2025 alone, Sunly has provided support to several NGOs across Zirņi, Pampāļi, and Skrunda parishes — from funding essential equipment to sponsoring local sports and cultural events.

Examples include:

  • Supporting Riekstkodis with the purchase of a coffee machine and thermoses for use during community workshops and local celebrations;
  • Helping the Pampāļi Hunting Club to build trophy display stands for a hunting trophy exhibition held in May;
  • Co-financing a LEADER project through the SEBILLE association to install outdoor fitness equipment in Zirņi village;
  • Funding the purchase of a portable fire pit and cast-iron cooking pot for outdoor community events organised by LABDOMAS in Pampāļi.
  • In Skrunda Parish, Sunly supported prizes for the annual Popiela & Mix Night Volleyball Tournament and contributed to the traditional night orienteering event held during the Skrunda Town Festival. Further community activities are planned as the project progresses.
